Kap's Horse Tweaks - Balanced Horse Speed

Description

This mod override's the horse speed changes from Kap's Horse Tweaks so that more expensive horses are faster, just like in the base game. To preserve the intent of the original mod which makes horses faster overall, the base speed of each horse is still increased.

Compared to the original mod, which sets all horse speeds to 45, this mod increases each horse's base speed by the same amount. Horses are one of four speeds, and the following is a comparison between the base game, the original mod, and this mod:
