Improved Stats for Hrormir's Icestaff

Another small mod, Improves Hrormir's Icestaff to make it pretty strong, probably OP, more valuable and just more useful, A true arch mages staff and relic. I'll make a more balance version with suggestions.

Frost damage 100 over an area of 30 feet lasting for 2 seconds, coupled with a weakness to frost 100% over an area of 30 feet, lasting 2 seconds.

I uploaded a more balanced version with Frost damage 50 over 30 feet lasting 1 second, coupled with a weakness to frost 100% over an area of 30 feet, lasting 1 second.

Install is the same as most other mods, drop it in your Oblivion Remastered\OblivionRemastered\Content\Dev\ObvData\Data, and type it's name in your plugin. txt file, end with .esp. So it should look like Improved Hrormir's Icestaff.esp in there.
