This mod is mostly a personal project that I started after being frustrated with how weak custom enchantments are in base-game Oblivion, but I figured others might share in that frustration, so I'm uploading it for others to enjoy! I didn't like how Transcendent Sigil Stones pretty much always provided stronger enchantments than what you could make at an enchanting altar with grand souls, despite the Sigil Stones only having the requirements of getting to level 17+, and being willing to save-scum to get the Stones you want. Whereas for actual enchanting you have to 1) gain access to an altar, by either becoming an apprentice of the Mage's Guild or by acquiring Frostcrag Spire and purchasing the altar upgrade, 2) have access to and be able to cast a spell of the type of enchantment you want, and 3) acquire a filled grand soul gem to make as powerful an enchantment as possible. Not to mention that you could also find random enchanted items in loot that were often as strong or stronger than what you can enchant yourself! Someone clearly enchanted that, so why aren't I able to enchant something with the same strength as these random pants I just found in a chest in a cave?
Well, I fixed that! I've rebalanced every positive constant-effect enchantment in the game to be more in line with what I consider to be a good, STRONG enchantment. In general, grand-level enchantments are now AT LEAST as strong as Transcendent Sigil Stone enchantments, and oftentimes a bit stronger. I didn't nerf the Sigil Stones - I figure they're still handy for being a "pretty good" alternative for a character that doesn't want to get into the nitty-gritty of being a professional enchanter. But if you want to dedicate the time and effort to learning how to enchant properly, now you'll be rewarded for that effort!
This mod also does a few other things to make enchanting more versatile. Here are the details:
1) It unlocks several spell effects that were previously unavailable for enchanting. Specifically, Damage Magicka and Paralyze are both now available for weapon enchantments, and Reflect Damage, Reflect Spell, Resist Magic, Resist Normal Weapons, Spell Absorption, Restore Fatigue, Restore Health, and Restore Magicka are now all available for constant-effect (worn) enchantments (there is an optional file in the downloads that you can use that will automatically give you a spell that includes these effects, allowing you to use them for enchanting and spellmaking right away - since many of these effects are difficult or impossible to acquire in the base game).
