This mod highly reduces the speed of leveling up skills in Oblivion to make it more realistic and fun to play.
So you will actually need to spend money on leveling up skills with trainers, and this makes the early game harder and more strategic to play as you will need to use tactics to fight, instead of just bum rushing a 1v20 fight as a beginner.
