INSTALLATION INSTRUCTIONS.
1. Make sure you have OBSE installed: https://obse.silverlock.org/
2. I can't provide the DLLs for legal reasons so please first manually download and install:
STUTTER REMOVER found here: https://www.nexusmods.com/oblivion/mods/23208
from the original author.
3. These files including the DLLs go into "data/obse/plugins" if "plugins folder does not exist -- create"
4. Then download my ini file and overwrite the file in "data/obse/plugins"
5. Then launch using OBSE Launcher (obse_loader.exe) in your root folder and you are off!
