Adds giants to Cyrodiil leveled lists

Hill Giants are found in wilderness areas that are not mountainous. Frost Giants are found only in cold mountainous regions.

Giant hearts can be found on each giant with its own effects. Giants can carry misc items such as rakes, pitchforks and gold. Giants can carry a variety of creature ingredients like rat meat, minotaur horns, troll fat etc...
