Frostcrag Spire fixed weather

Changes the weather at the top of the tower. I just made this from scratch to add dynamic weather because I discovered someone had uploaded the whole DLC esp for this in 2008 and that should never have been allowed. This does not contain his changes.

Original weather % chance: 100% Thunderstorm

My weather % chance: 50% clear 20% Overcast 20% Cloudy 5% Snowing 5% Thunderstorm

Requires DLCFrostcrag.esp to be loaded before DLCFrostCragWeatherFix.esp.

Install, unzip into the Oblivion Data folder and enable DLCFrostCragWeatherFix.esp with the launcher. Or use a mod manager.
