Boots of Blinding Speed Quest

About the BootsIn Morrowind, the Boots of Blinding Speed have the same stats as Netch Leather Boots, which is unavailable in Oblivion. So instead I have used the default Leather Boots as the new template. The enchantment is virtually the same as the one in Morrowind, which had Fortify Speed 200 and Blind 100% (the spell "Blind" darkens the screen and lowers your chance to hit). In order to produce the same effect, these new boots bring your Blunt, Blade, and Marksman skills all the way down to 0. Like in Morrowind, you'll need to equip some other boots before you engage in combat.

About the QuestThis quest is very badly put together, but the action driving it is still fun. In order to start the quest, you have to go to Wawnet Inn, just west of the Imperial City. In it you'll find a note titled, "Bounty on Pemenie". Your journal will be updated with the quest once you activate the note (press "e" on). You'll be able to track her with the quest marker.

About PemeniePemenie's Agression is set to 100, so she'll start the fight, but her Confidence is set to 0, so she'll always flee. She's also scripted to scan the area for danger, and flee once she finds it. This is what makes it like a hunt or mini-boss fight. You sneak up to her, make an attack, and follow her until she stops again. Another tactic is to use your horse to chase her into a dead-end, some guards, or hostile creatures (which is still kind of like a hunt).
