Fort Redwater is home to brigands, but maybe someone else is keen to move in and repopulate the place with the right sort of people.

To receive the quest involving Fort Redwater, the newly added Baron Fadus Axius has to be alive and you need to have 10 or more fame or infamy. If you fulfill these requirements, you will be contacted while you spend time in Bravil.

Most likely everything that edits Fort Redwater (Interior and Exterior) and it's immediate landscape surroundings (Except mhahn's new version of Trails of Cyrodiil, I made sure these two are compatible).
