I recommend downloading an Achievement Unblocker mod (to use console) as well as "Unleveled Item rewards" to unlock the full potential of this blade.

Complete the quest "Unfriendly Competition"

Drag all files inside zip folder into \Oblivion Remastered\OblivionRemastered\Content\Paks

According to the original game files, Debaser was a shortsword but had longsword stats- so speed and reach is the same. I am unsure if that carries over in Oblivion Remastered, but it seems like it does have longsword stats despite being a shortsword.
