Manual Installation:

Extract the zipped folder into the game folder.

Then make sure that your 'Plugins.txt' has the 'MerchantArena.esp' added at the end of the file.

Game folder :

C:\SteamLibrary\steamapps\common\Oblivion Remastered\OblivionRemastered\Content\Dev\ObvData\Data

C:\XboxGames\Oblivion Remastered\OblivionRemastered\Content\Dev\ObvData\Data

Plugins.txt file :
