Legend holds that it renders the wearer completely invisible to mortal eyes. So i added 30% chameleon effect to The Gray Cowl of Nocturnal to represent it in somewhat balanced way. You can also choose the 100% chameleon version.
Install into Oblivion Remastered\OblivionRemastered\Content\Dev\ObvData\Data
Add LegendaryGrayCowl.esp to the end of your Plugins.txt
