As many people already know, during the early stages of Fallout 3's development, the Washington DC and Virginia metro area was once twice the size that it is in the retail version of the game. Due to the scale and density required of these urban locations, they had to be built in separate worldspaces from the main map, and could only be reached by taking the metro or sewer system. Each worldspace was labelled internally as "DCworld" followed by a number. As they started to develop the DC and Virginia area more, they realized that having 25 different worldspaces made inter-connectivity too complex and confusing, and it was ultimately decided that around 13 of these worlds should be removed from the game. Virginia suffered the most significant cuts, with only 3 of its worldspaces being completed, and 8 of them being removed from the game. Most of the interiors that showed promise in these locations were moved to other DC worlds, or in some cases, the wasteland, which was also expanded to make up for the now significantly reduced DC and Virginia. Today, the fact that these worlds were cut is obvious to anyone who has ever seen the list of DC worlds in the GECK. Many numbers are notably absent.
While very little remains of the actual exterior areas of these missing worldspaces, there is just enough cut content and information left over in the final game to piece together what was cut, where they were, and, in some cases, what dungeons they might have originally had within them. In some cases, all that remains of a cut worldspace is its encounter zone. In others, like with Rock Creek Estates, we have an early version of the worldspace present in the final game for us to go off of. The unfortunate consequence of cutting these worlds meant that in the final game, DC and Virginia are not only smaller, but also still confusing because of how the remaining content was stitched back together. This is apparent by simply looking at the game's map; large chunks of DC and Virginia has empty spaces all over it, and the worldspaces that did make it into final the game are misaligned with the roads seen on the Pipboy map. In addition to this, many metros or sewer connection dungeons will take you in directions that make no sense upon actually entering their respective worldspaces - remnants of when these metros originally connected somewhere else.
This mod aims to restore all 13 of those worldspaces, dungeons, the complex metro system back to how it originally was, and more than doubling the size of the DC area.
