Well, it is pretty obvious. If you wear a full set of Power Armor (BOTH torso and helmet, any combination) then you'll be provided the waterbreathing effect. Just like Fallout 4.
Because you can in Fallout 4. Yes, I do understand that in that game there are disadvantages by wearing power armor, such as needing fusion cores. However, in the section below, I state two other mods that bring a whole new understanding of Power Armor in New Vegas, in which the water breathing has better purpose.
- Yeah, okay, but WHY use this mod instead of Power Armor Water Breathing?
That mod works with its own formID list with all the Power Armor HELMETS in-game (method which excludes modded power armors, like the ones in TTW).
This mod checks if BOTH YOUR CURRENT ARMOR AND HELMET are power-armor flagged (which should be a feature of ANY power armor, modded or vanilla, no matter what).
In short, my mod affects any Power Armor. For real. See below sections and for further info.
This mod has been thought to use alongside another Power Armor mod: Simple Power Armor Walking Underwater. It makes no sense to walk underwater in Power Armor and drown after a few seconds.
If you want other Fallout 4 Power Armor Features, Fallout 4 Power Armor Features brings some of them and some other, and is VERY configurable via MCM.
PSA: The reason why you should install this mod instead of using the water breathing in that one, is because with that one mod you have to manually add modded sets of power armor to its lists, using FNVEdit, and also they must match when you wear them for the effect to apply.
My mod, in other hand, WORKS WITH ANY MODDED POWER ARMOR, and does not care of what combination of armor-helmet you're wearing.

This mod is just a dummy invisible quest, to enable a script which checks every X seconds if you're wearing torso and helmet pieces of Power Armor. If so, it grants you the effect. If not, it does not grant you shit. Simple.
Also, the effect is different from that effect the Rebreather gives you. So no matter what you do, equiping or unequiping power armor WILL NOT disable the rebreather effect.
The check is done by using the function GetEquippedItemRef on
