Allows Raul to repair everywhere, even while hired or not in his shack.

Usually caps go to a container in the case of NPCs that Repair or their inventories, to spend
the caps instead of storing them in Raul's Inventory, there is a script triggered on the repairing dialog
that checks for any caps before the repair (in case that you gave him some) and deletes any caps that
are added while repairing, thus spending caps to maintain balance and conserving any other caps.

To allow the closest thing possible to a "free repair" in FVN, the mod works in the following way.
First it uses your repair menu instead of Raul's, also, when you ask for a repair a script mods your
repair skill up to 100 (as it would be with Raul), and returns it to normal once the repair is complete.
