Adds various dynamic conditional effects to the Pip-Boy screen.
Effects will smoothly transition between states and can have unique interactions with each other.
Blood Splatters - Appear and slowly fade after being hurt.
Shattered Glass - Amount determined by the armor condition.
Wet Glass - Water accumulates while standing outside in the rain or after entering water.
Dusty Glass - Dust slowly accumulates while standing outside in a sandstorm.
Additional Behavior
Water will quickly wash away blood and dust.
