JIP NVSE Perk and Challenge Tweaks

First off, thanks to LolzMan1325 for his mod JIP NVSE Sawed-Offs for Cowboy, which I did modify code from.

This mod adds a few weapons and enemies to some perk and challenge formlists, which I felt other mods overlooked or ignored. This mod can be used on its own, but is intended to be used with other mods that fix and/or expand formlists, such as YUP, WMIM, and JSawyer Ultimate, all of which I highly recommend. It's all scripted, so it is compatible with all mods that modify these formlists.

The changes are as follows:

  The perk works by checking if an NPC is wearing the faction armor of the Legion, NCR, and BoS. Elijah's Robes was overlooked by YUP, and I thought that the Lonesome Road mini-bosses fell under the Legion/NCR member umbrella, so I elected to add those armors too.

    All of these helmets have goggles on them, which YUP covered with the Four Eyes trait (and even updated the Boogeyman's Hood). I added the Four Eyes effect to those helmets, and included the JSawyer Ultimate Edition bonuses if the player has that installed. Note that the Boogeyman's Hood and The Devil's Pigtails don't normally appear in game (as they're leftover FO3 content), but this is compatible with any mod that restores them.

      NOTE: I had to do hard edits for these changes, so if you have any mods (other than YUP, which this mod should load after) that edit these consumables, you should do some conflict resolution.

      It seems like these items fall under the "junk food" category of Old World Gourmet, especially since Pork 'n' Beans is considered "junk food."
