This is more of a modder's resoucre than a user friendly bike. It is very buggy. I HIGHLY suggest that you use Advanced J3XMotorcycle instead.
This a New Vegas port of J3Xified Driveable Motorcycle for FO3. This mod is provided "As Is," bugs and all. I will not be providing support for this mod, bug fixes nor new features. If it does not work for you, feel free to fix the problem and upload it. The following is the original description. Items in Yellow have been changed for New Vegas.

Adds motorcycles to the Wasteland for you to repair, cruise around on and upgrade and pimp with weapons, awesome textures and crazy inventions. - "Nothing is better than first cripple a raider with your dual miniguns then crush his skull under your wheel!"

MODIFICATIONS:

- Adds two miniguns to the motorcycle.
- Use left mouse button to fire and right mouse button to change angle.

- The enemies won't catch fire due weapon enchantments won't trigger with "fireweapon".
- The flames lags a bit.
