Mr. House no longer wipes out the Fiends. Not much more to say.
If you are using Functional Post Game Ending then Motor-Runner will be resurrected if he was not killed by the player. If Three Card Bounty was never completed or was failed then Violet, Cook-Cook, and Driver Nephi will be resurrected if they were not killed by the player. The Fiends will be re-enabled and allied with the Securitrons.
