Short Description
Obsidian's attempt to change how kill karma worked in Fallout New Vegas was not properly implemented, and just generally works less well than how it did in Fallout 3. People claim that the JSawyer mod fixes this, but as with many claims about JSawyer, this is a huge overstatement. In my opinion it actually makes the inconsistencies worse.
This mod fixes the long-standing issues with Fallout New Vegas's system by changing NPC karma alignments to match the conventions of Fallout 3, which just worked better. Game settings related to karma killing have also been changed to match the Fallout 3 setup. Now, murder should properly award negative karma in all cases as would be expected.
All changes are implemented by ScriptRunner, so there are no conflicts. Most major NPC-adding mods are supported.
Full Description
For those who aren't aware, all characters in the game have a karma alignment from Very Good, Good, Neutral, Evil, to Very Evil. Killing characters of certain karma alignments is one of the principle ways of gaining and losing karma in the game.
However, this system is completely inconsistent and non-sensical in the vanilla game. Changes later made by Josh Sawyer made the situation even worse, as it made Prostitutes have the same moral alignment as doctors and other overtly good guys.
The way the system works differs between Fallout 3 and New Vegas. The system nominally worked as would be expected in Fallout 3, but the changes made by the New Vegas development team had unforeseen consequences.
In Fallout 3, the karma consequences of killing characters were as follows:

In Fallout New Vegas, the consequences are:
