Introduces a cost to Fast Travel that scales with your choice of distance, weight player is carrying, or both!
Traveling within 100m (configurable via provided ini) is free.
Cap cost is also configurable (for both distance and weight scaling).
Ability to configure minimum encumbrance before incurring a weight cost.
Message when you can/can't afford to fast travel are configurable.
Also a configurable setting for free travel to Dogmeat's "mark" when he is recruited in TTW
