Police will receive reinforcements and attack less frequently. The changes from this mod alone are not significant enough to make the cops harmless, so don't expect an easy ride.
There are two versions: Lite and Moderate. First, try the Lite version and see if there is a noticeable difference. If you still think that cops are too aggressive, try Moderate version.
This is not about cheating. This is about common sense.
Installation instructions
Use Frosty Mod Manager. Made and tested with Frosty Toolsuite 1. 0. 6. 3.
The mod was created to complement Heat Gameplay Improvements.
I also highly recommend Disable Certain Post-Processing Effects.
