Pure Fictional Setting In the mid-20th century, the Soviet Union gradually recovered from the shadow of World War II. With the victory of the Second World War, the contradictions between the Soviet Union and the United States became increasingly acute. To counter the powerful naval power of the United States, at Stalin's behest, Kuznetsov and the Soviet Navy Ministry began to discuss the design specifications of the next batch of warships. Among them, in order to suppress the U. S. "Des Moines-class" cruisers, the Soviet Union proposed a new type of cruiser armed with 9-inch guns—this was the later Project PR. 66. During the design phase, some hoped that this cruiser, while capable of outmatching the Des Moines-class, could achieve a higher speed, undertake the fleet air defense role, and serve as the fleet flagship when necessary. To meet such complex requirements, a group of like-minded designers stretched the hull of Project PR. 66, added large-caliber anti-aircraft guns, and increased the number of main guns from three to four turrets. If the design had been approved, it would have been the most heavily armed and largest displacement cruiser in the world. However, the design was ultimatel
