-Automatically adjusts realtime regeneration to the global TimeScale
-Based on the scripts in the popular Purist Friendly Magicka Regen mod by Remiros
-Uses vanilla rest formulas: magicka(INT0. 15)per gamehour : health(END0. 10)per gamehour
-Regenerates health and magicka while waiting
-Disables scripted health regeneration during fast travel so doesnt double up with vanilla healing
-Disables all scripted regeneration during rest so doesnt double up with vanilla healing
-Disables health regeneration if player becomes a vampire
-Disables magicka regeneration if player has the atronach birthsign
