Already merged into BCOM as an optional addon

Simple clutter mod to fill some empty space on the lower levels of Vivec cantons.

This simply uses planters and a large variety of plants, from both TR_Data and OAAB_data, to decorate the cantons.

Residential cantons (St. Olms and St. Delyn) also got some new velothi benches where people can sit and enjoy the beautiful view on the Ascadian Isles.

As I wasn't sure what do to with the arena, there's two options for it:

- Street vendors: adds some street vendors around the arena canton. Thematically, it makes sense as the Arena should cause a lot of traffic, but NPCs cost a lot of fps and the added clutter from the market stalls doesn't help either. Still, unless you're using other heavy mods like open cantons, it shouldn't be a problem.

- Simple planters: as with all the other cantons, the Arena has been cluttered with a few planters.
