What does it do:
-> This mod makes Resting in towns and forts actually illegal instead of just impossible.
-> You can rest if you want to, but if you are witnessed, you'll get sent to jail for a day (or more if you have a bounty on your head). Also you'll have to pay a fine of 50 drakes
-> Without a bounty beforehand, you wont lose any skill level, but your items flagged as stolen will be confiscated.
-> There's nothing to do, except configuring the MCM.
Installation:
-> Merge the "Data Files" folder inside the 7z archive with your own in Morrowind Folder (Or even better, use a mod organizer to do everything automatically for you).
Compatibility:
-> Not compatible with OpenMW.
