Black eagle Wyvern Ignition adjustment

It slightly enhanced the Black eagle CB and Wyvern Ignition, and tested their values from all aspects. The ultimate matching and Acidic Glavenus of  Wyvern Ignition are at the same level. If match health boost 3  Wyvern Ignition are still not the opponents of  Acidic Glavenus, the Black eagle  is at the same level with the Zinogre CB in damage, but the cutting is much better. In general, I think this is not too much The change of destroying balance, even I think the events weapons should be at this level. The official doesn't know why they put the world‘s version handsome and strong events weapons on the iceborne, even the sb chip weapons are inferior. Only sb tgy can be said.
