They're crafted how you would expect, and are slightly worse than iron tools. As they oxidize, they become progressively worse. Using a fully oxidized copper tool has a 1/10 chance of causing it to break. You can remove oxidization from a copper tool using a grindstone (though this will remove enchantments) or by being struck by lightning.
