oSzoukaua's: Tool Guard

# Description: This **datapack/mod** adds a new low-level enchantment to the game! "**Guarding**" this is a single level enchant, that you can put on tools, allowing for you to mindlessly mine/slay to your hearts content! without having to worry about accidentally breaking your most prized fully enchanted diamond hoe! Because **Guarding** will prevent your tools from being used when they reach 10 or lower durability!
