You can get <em>a lot</em> of items from them, and they're obtained by killing mobs. Any mob will do, even the 500 chickens clumped on top of your hopper.<br />If neither of the things mentioned in regards to the Trick-or-Treat Bags satisfy you, you haven't heard all of it. They are fully data-driven! You can dynamically "register" new varieties of Trick-or-Treat Bags, and change their contents using vanilla Loot Tables.
