Requires Infinite Heaven!
Destroy the enemy equipment supplies. Three will be enough, but you will be paid extra if you destroy more.
You can gain intel on which target contains which kind of equipment in multiple ways: simply marking the target and viewing it on your iDroid's map, by interrogating the enemy, or perhaps with a little CTR - come close to the target and listen in on what the soldiers are saying when they're taking a break from their patrols. This is a supply outpost, so there ought to be other equipment there to help you destroy the targets if you look.
The side ops will naturally appear if the previous one has been cleared and there's three or more kinds of equipment available to destroy, but you can use Infinite Heaven to force them open whenever you like.
