you will need a program that can inject a dll into a process using the LoadLibrary function

some programs that do this are

Process Hacker / Process Hacker 2

SystemInformer ( i recommend this one )

Cheat Engine.

to actually use download mod and get "cats skellys.dll"

and use whatever injector you have to inject that dll into the games process (mgsvtpp.exe)

after that just press insert to bring the gui up and everything should work
