Better Resources Dispatch and Base Building

Description

I'm on my forth playthrough of MGS:V:TPP, and decided to finally play with mods. I found three mods I enjoyed, because of the time saver and better single player experience. So, I decided to combine three mods into one, to clear up my modlist, and, to make two of the mods compatable.

Besides what I changed, the mods themselves are the same as from the Original Modders.

  []Common Metal, Fuel, and Biotic/Organic changed to 5k/10k/15k for white/yellow/red respectively.[/]
