Fight, You Cowards! Dampens "AI hovers outside your range" behavior. Currently Menace is almost unplayable without it.

Wake Up! Makes non-defense missions less of a cakewalk.

SAPP Recce NVG Recce Armor is pretty inflexible in slot count, -and- you're not guaranteed an early NVG drop. This mod ameliorates two major problems with one stone, without being OP. 10/10

Extreme Expert Doesn't feel impactful by itself (well you will need more ammo) but considerably raises difficulty with FYC and Wakeup.

Custom Leader It's insane our Jagged Alliance spiritual successor doesn't have an IMP function to let you self-insert onto the battlefield.

Also consider the grandfather of Menace Modding, Vader's Mod. Need training wheels? Change the supply count to suit you. Progress too slow? Make the Black Market less unfair. Etc etc.
