A delivery sometimes arrives one product short. You get a refund, and that item cannot be ordered again for 3 in-game days. Rare, not every truck.
That missing line makes it harder to keep shelves full. If MegaReputation is installed, empty shelves from a shortage will lower reputation and then customer numbers until you restock around it.
Shortage and lockout messages stay on the bottom of the screen for about 7 seconds so they can be read.

Drop MegaShortage.dll into BepInEx\plugins\
Optional: press F1 (Configuration Manager) to change chance and lockout.
