I couldn't bear playing this game with Turians looking so wack so I whipped up a quick texture edit, it looks like a mask texture was supposed to give them this missing detail but for some reason this doesn't seem to be visible in the game - so I slapped it onto the diffuse texture, I also changed the skin tone map to include the face plates to bring back some variation.
Restores the appearance of Turians back to their OT style, with rougher looking plates that vary depending on their skin tone.
I've put the textures for Vetra in a separate file in case you're using some other appearance mod for her.
