Originally Mass Effect 3 actually had a working elevator right up until its finaling phases. Because the game was stuck on PS3/Xbox 360 as the lowest common denominator at the time, they couldn't optimize the game any further and ended up with load times just as notorious as Mass Effect 1 was originally know for.

With this mod, you get the best of both worlds!

  The new elevator is a mix of what was cut from the game and improvements from the brief Normandy Elevator you take during Citadel DLC. That elevator actually contained many assets that were already in the game before it had any DLC, so this mod doesn't simply port the Citadel DLC elevator. It instead takes the missing pieces from Citadel DLC and the rest is a restoration for the pieces the game shipped with.

  It's better than the elevators in ME1, and adds to ME3's signature seamlessness and slickness. That's why this is a must-have!
