Simply rename the mod that you would like to take effect over other mods by adding a a few letter "z" at the beginning of the mod name as such:
before adding z's: z_YoungerAgatha&Caretaker-by-Teo_P.pak
after adding z's: zzzzz_YoungerAgatha&Caretaker-by-Teo_P.pak
Then run the game. Whatever mod that has the most z's will take over the mod wth less z's
