Install:

Extract the file to game directory (root folder)

Open in the game the CONSOLE (~) and type: exec

Example: exec CheatAlchemy

It set your skill level to level 5 instantly

If you want to set it to a different level then change the value in the .cfg files

Example: change the text inside the .cfg "level:5" to "level:8"

Requires:

Cheat mod from spraguep

Optional: disable minigame for lockpicking and pickpocketing

NOTE: I've not tested all of the cheats but it should work
