Sorry that its not currently working, I don't know how to make a file structure that only mods and doesnt replace.
That being said, it should work if you make it into a replacement, as this is how I have it in my game and working (I'd have screenshots for you all but I'm also working on replacing Henry's head so I don't have one with just the hair)
Place just the .mtl file in
data/_fastload/startup_characters.pak/objects/characters/humans/hair
Place both files in
data/characters.pak/objects/characters/humans/hair
