Fixed Cat's Clothing Overhaul

Various fixes for Cat's Clothing Overhaul. Cat's clothing overhaul has some of the most creative clothing for Kenshi, but makes some really odd and unnecessary changes. -----Fixes----- -Removes all new characters and squads from use, so you will no longer have random NPCs which are incompatible with mods such as Recruitable Prisoners. -Restores Empire Taxman to vanilla character template. -Reverts all spawn rates of civilians and more back to vanilla levels. -Reverts changes made to the race averages of factions (Holy Nation, Empire Peasants). -Researching Cat's Clothing now requires 4 books per category. Moved to the "Smithing" research category alongside vanilla clothing. -Reduces how common Cat's clothing is in shops, allowing vanilla items to show up again. -Fixes changes which causes glitches with the mercenary hiring dialogue pakage.
