No sniper rifle briefcase animation

Install with Simple Mod Framework.

The main feature is removing the briefcase animation for the sniper rifles.

I threw in some other optional stuff:

• []Separately enable silencer for the normally loud Jaeger variants

  []Separately enable zoom, slowdown for all the sniper rifles

  []Upgrade Jaeger 7 Covert to freelancer Legendary class

  []Upgrade Jaeger 7 Tiger to freelancer Epic class

• Change ICA Woodsman Bartoli Covert to 6 round magazine

  I made this a while ago and as you can see I was kinda just doing anything.

  I won't be updating this for DLC or other later sniper rifles.

  I'll make a cleaner version that by default only removes the sniper packing animation, with options for the other stuff.
