This is a mod that replaces the SC-30 scout trailblazer armor. It just makes you invisible in menu, but it works in game If you don't see the model in game switch your body type.
To put the mod in the game do the same thing all other mods require and put them in your data folder patch o patch 1 patch 2 patch 3 etc. Sorry if this doesn't explain how to do it enough ,but a good tutorial video should. This the courier from Fallout New Vegas in his NCR (New California Republic) Ranger armor.
