H3Atlas Weapons tags - H2A HR

This is a split release derived from my full Halo 3: Atlas tags release. There very well may be references that are borked by splitting things, so let me know of them so I can go through and fix them up.

In the meantime, you ought to be able to find anything missing in the full tags release. I know that a lot of vehicles, for example, use the same bitmaps for their damage states which I will need to go through thoroughly to include in each separate release.

Ultimately, I'd just rather get a semi-decent release out (that you can fix yourself by downloading my full tags if needed) then sit on these simpler broken up releases for forever.
