Information about Jill prior to 1998 is scarce, but it is known that her father was of French origin and her mother of Japanese origin, that is, a Nikkei (a term used to refer to immigrants of Japanese descent). Jill was born in the United States and is therefore a U. S. citizen. As she grew up, she joined a U. S. Army Delta Force program where she trained and earned excellent marks in bomb disposal. In 1996, she left the army and joined the newly formed Special Tactics and Rescue Service, better known as S. T. A. R. S., a subdivision of the Raccoon Police Department (R. P. D.) in Raccoon City.
