Better cutscene and other audio quality

Current sounds replaced:

Some radio messages,

Ambient sounds,

The sound is taken from PS2 disc in WAV format. Had to resample 32kHz to 44. 1kHz to make it sound better, as for some reason these files doesn't sound as good in 32kHz. Uncompressed wasn't an option, so everything's compressed to .ogg ~200+kbps. It doesn't sound bad, don't worry.

Update 07.apr. 2022:

Added stereo menu sound effects for VCDE, like in the original game. This will work until GSG fixes the issue, which they probably won't. The original game(s) uses two mono channels to create a stereo effect for this sound effect, however the new game only uses one of those sounds, as indicated by the game's code, so this band-aid solution will work for now hopefully, where that mono file is now stereo. If your sound gets weird in menu after a patch, just delete the: "500-VCMenuStereoSfx.pak".
