LC+FS Balance

Makes the balance between Landcruisers and Fortships more fair! Doesn't work with Flying Forts Changes: Landcruisers: - Structural Aluminium is slightly less stiff to avoid fortships randomly exploding - Small Wheels do not require the Upgrade Centre - Cannon Turret weighs more, costs more, has more damage, has more health Fortships: - Aviation Facility costs the same as the Munitions Plant / Factory - Suspendium Altitude Controller, Thrusters and the Forthship Controller (aka Barrel) cost more Thanks to Gxaps(DeltaWing) for making Landcruisers and helping with LUA coding Thanks to Pyro, AlexD, LancenShield and Yellow Submarine for making Fortships Thanks to SamsterBirdies for making Flying Forts - predecessor to Fortships, and for helping with LUA coding Thanks to Holesmak for helping with LUA coding
