That create a folder (reshade-shaders) and a default ReShade.ini file in the directory where your game *.exe is :
Normally FF7Folder/End/Binaries/Win64. Put the ReShade - FFVIIRmk.ini file in this directory.
In-game, on the very top of the ReShade interface, you can chose the .ini file you want to use, select ReShade - FFVIIRmk.ini and it should apply.
