1. Copy Bashed Patch, 0.esp from the Mopy/templates folder and paste it in the Data folder. It should load last or very late depending on which mods you are using. 2. Open Wrye Flash. 3. Highlight ZzJay's Hairpacks for Fallout 3.esp in the Mods window. 4. Right-click in the small Bash Tags window in the lower right > Check hair in the popup-window. 6. Right-click Bashed Patch, 0.esp > Rebuild Patch > Check Race Records > Check ZzJay's Hairpacks for Fallout 3.esp > Build Patch. 7. Done.

Alternatively, you can create a Merged Patch with FO3Edit, which also will merge the race records. See this short video guide for instructions on how to create the Merged Patch. It's for FNVEdit, but the procedure is exactly the same.
