These work extremely well in VATS mode, and I lowered the AP (action point) values used in all weapons so as to get off more shots in VATS. I find that aiming for the arms or legs in VATS packs a real punch against powerful enemies, and shooting the arms of foes that shoot back is a great way to disarm them early on.
